Billy is a muscular cowboy type with long blond hair and blue eyes. He wears a red cowboy hat, jeans, and a sleeveless, red and white shirt. His two player version has lighter blond hair and wears blue instead of red.
Billy represents Formosa, Argentina. If the player wins the game using Billy, he claims to be "the best of the best." However, Alberto von Gourmand challenges that he's the best. Billy "busts" Alberto by putting him in a headlock, but a few years later, the two become a champion wrestling tag team.
