The head of Project Blue's Japan branch is a man known as "Gozen" (御前), although his name is only revealed in the game manual for Sonic Wings Assault. In the previous Sonic Wings games, he is only known as the Shogun. He appears as an NPC in every Sonic Wings title except for Assault, in which he is only mentioned in the manual.
Hien serves in Project Blue under Gozen, who gives Hien his direct orders. In some of his appearances, Gozen seems to be wise with a serene personality, but at other times, he is more excitable and emotional, sometimes becoming incensed over seemingly small matters.
Gozen might not be his real name, as it is always written in quotation marks in the Assault manual. The kanji 御前 can be translated as "My Lord," so Gozen is possibly only the title by which Hien addresses him.
Sonic Wings[]
Gozen appears after the final boss battle if the player fighters with Hien in single-player mode. Hien reports in to Gozen, who is practicing calligraphy, and receives his orders to continue fighting.
Sonic Wings 2[]

Gozen again gives Hien his orders during single-player mode, and he appears after the final boss battle. However, Gozen isn't always quite so stoic. For instance, when he discovers that Hien received help from the robotic Mecha-Keaton, Gozen hits the roof-- literally.
Sonic Wings 3[]

Gozen appears after the final boss battle when the player chooses either Hien or Mao Mao in single-player mode. Hien is again taking radioed orders from Gozen, who asks him to pursue and identify the enemy. They lose radio contact briefly; then Gozen informs Hien that the ninja is no longer fighting on Earth. After the boss battle, Hien reports to Gozen and asks if it is "just to destroy a world" (apparently the alien planet to which the enemy had taken Hien) in order to perfect the Earth. Gozen declares that such a question is a sign of weakness.
In Mao Mao's ending, Gozen says he's heard about her from Hien and asks her, "Will you be my bride?" Mao Mao says "no" quite cheerfully, much to Gozen's dismay.
Sonic Wings Special/Sonic Wings Limited[]

Gozen appears once more in all of Hien's single-player endings, reprising the scenes from previous games.
- Boss battle with Pandora: Gozen praises Hien's work and tells him to go home to rest.
- Boss battle with Lar or Do-ni Kai: As in his single-player ending from Sonic Wings 2, Hien returns to Gozen who allows him to rest-- this time in a steam bath. However, Hien's break is again interrupted by the other ninja who tells him there is a new mission.
- Boss battle with Balbi: Hien reports to Gozen, who again blasts off in an ending similar to the two-player ending with Mecha-Keaton in Sonic Wings 2. However, this time Gozen is pleased with Hien's work.
