The ninja in Sonic Wings 2.
Another ninja appears during the sequence after the final boss battle if the player uses Hien in single-player mode. This ninja is apparently subordinate to Hien, and he conveys the Shogun's orders to him.

After the boss battle with Lar, The ninja again appears to relay orders while Hien is trying to relax, this time in a steam bath.
